Centre National de la Recherche Scientifique (CNRS), France

Organisation

 

The CNRS is the largest governmental research organization in France and the largest fundamental science agency in Europe. It counts more than 30,000 employees, half of which are researchers working in more than 1,200 labs. The organisation is involved in all scientific areas, with particular emphasis on interdisciplinary research. Its main research goals are to improve knowledge, ensure economic and technological development and solve complex societal problems.

 

Since the beginning of the Framework Programmes (FP), the CNRS has assembled a network of skilled staff in all its departments to give administrative, financial and legal support to the concerned projects.

 

The Délégation Régionale Bretagne Pays de la Loire, where the ENERGIC project will be carried out, has a staff dedicated to managing FP projects. The Institute for Research on Urban Sciences and Techniques (IRSTV) is a CNRS-funded Research Federation gathering twenty laboratories in western France. It leads interdisciplinary research in the field of urban environments, focusing in particular on the development of models, tools, methodologies and expertise for the design, management and evaluation of city planning and decision making policies.

 

To succeed in its mission, the IRSTV has developed interdisciplinary skills in engineering sciences (acoustics, thermodynamics, aerodynamics, building physics, civil engineering), environmental science (hydrology, chemistry, biodiversity), communication and information science and techniques (CAD, GIS, virtual reality) and human and social sciences (architecture, urban planning, geography, law, sociology, economics).

 

The Research Federation structures projects on both national and European scales, with IRSTV research teams and external partners particularly interested in interdisciplinary approaches in the following key areas:

  • Urban observatory: On-site acquisition of urban data (hydrology, climatology, soil pollution, etc.) for diagnosis and modelling 

  • Urban remote sensing and Urban GIS for characterizing the urban fabric and observing urban changes by means of tools and methods for representing and spatially analyzing the urban environment 

  • Urban microclimatology and energy modelling for developing mitigation and adaptation strategies 

  • Urban soundscape: Perception, simulation and prediction of noise propagation in urban areas and enclosed spaces 

  • Urban soils for proposing appropriate methods of soil protection and preserving their utility and function in an urban planning context 

  • Sustainable urban projects: Urban design and its effects on energy, environment and quality of life 

  • City and Picture: Images for comprehension, design and communication. 

 

Example of research projects carried out by CNRS-IRSTV:

  • Assessment of the environmental impacts of an urban mobility plan and their socio-economic consequences (noise map and air pollution) 

  • Modeling energy demand in urban areas 

  • Role of vegetation in urban sustainable development assessed in terms of climate, energy, water, air quality and ambiences 

  • Urban GIS and SDI for sustainable development

 

Contribution to the project

 

In the following work packages, the IRSTV will: 

  • (WP2, WP3) contribute its expertise in the Open Geospatial Consortium (OGC) standards including Symbology Encoding as wells as its familiarity with Open Street Map to the state of the art study. It will also study noise data acquisition methods via smartphones. Its experience in the domain of noise maps will be proven useful. 

  • (WP4) give specifications for the types of smartphones used for collecting data, the noise capture application, the noise submission and publication application and the noise analysis application which will exploit open traffic and open street map data. 

  • (WP6) develop the application that performs noise and accessibility analysis and generates the resulting maps, as well as write the user and developer documentation. 

  • (WP8) provide elements for a business plan regarding the viability and cost-effectiveness of the noise map application. It will also establish a user group for feedback during the development process.
